When is a safety data sheet required?
A safety data sheet is generally required when a hazardous substance or mixture is supplied for professional or industrial use. In certain cases, an SDS may also be required on request for mixtures that are not classified as hazardous but contain specific hazardous substances above relevant concentration thresholds. The exact requirement depends on the product, composition, classification, intended use and applicable market rules.
Who is responsible for preparing and providing the safety data sheet?
The supplier placing the substance or mixture on the market is responsible for providing a compliant safety data sheet where one is required. The SDS should be prepared by a competent person with sufficient knowledge of the product, its hazards and the applicable regulatory requirements.
What information is needed to prepare a safety data sheet?
Preparation normally requires reliable information on the product identity, composition, classified ingredients, physical and chemical properties, toxicological and ecotoxicological data, intended uses, exposure controls, transport classification and applicable regulatory requirements. Existing study reports, supplier SDSs and product specifications may also be relevant.
When must a safety data sheet be updated?
A safety data sheet should be updated when new information affects the hazards or risk management measures, when the classification or composition changes, when an authorisation is granted or refused, or when a restriction is imposed. Regulatory changes and newly available technical information may also trigger a review and revision.
What is the difference between an SDS and an extended SDS?
An extended safety data sheet includes one or more exposure scenarios in addition to the standard 16 SDS sections. Exposure scenarios communicate the operational conditions and risk management measures required to control exposure for identified uses where they result from a chemical safety assessment.
How is the classification of a mixture determined under CLP?
Mixture classification is determined using the available data on the mixture itself or information on its ingredients, depending on the hazard class and the available evidence. Relevant concentration limits, M-factors, acute toxicity estimates, bridging principles and calculation methods may need to be considered.
Must safety data sheets be provided in the local language?
Within the European Economic Area (EEA), a safety data sheet should generally be supplied in an official language of the country where the product is placed on the market, unless the relevant Member State allows otherwise. Translation alone is not always sufficient, as national exposure limits and other country-specific information may also require adaptation.
Can an existing safety data sheet be reviewed without preparing a completely new one?
Yes. An existing SDS can be reviewed for regulatory compliance, classification accuracy, internal consistency and missing or outdated information. Necessary corrections can then be incorporated into a revised version without recreating the document from the beginning.
