When is a Chemical Safety Report required?

A Chemical Safety Report is generally required for a substance subject to REACH registration when it is manufactured or imported at ten tonnes or more per year per registrant, unless a specific exemption applies. The report documents the Chemical Safety Assessment performed for the substance.
A Chemical Safety Assessment includes the evaluation of the substance hazards and, where required, an exposure assessment and risk characterisation. It may address human health, physicochemical and environmental hazards, identified uses, exposure conditions and the measures needed to ensure safe use.
The Chemical Safety Assessment is the scientific and regulatory evaluation process. The Chemical Safety Report is the document in which the methods, assumptions, results and conclusions of that assessment are recorded.
DNELs are human health effect thresholds, while PNECs are environmental effect thresholds. They are used together with estimated exposure levels to assess whether risks are adequately controlled for workers, consumers and environmental compartments.
A risk characterisation ratio compares an estimated exposure level with the relevant DNEL or PNEC. A result below one generally indicates that exposure is below the derived threshold under the assessed conditions, although the overall assessment quality and underlying assumptions must also be considered.
An exposure scenario describes the operational conditions and risk management measures under which a substance can be used safely. It may cover worker, consumer and environmental exposure during manufacture, use, service life and waste stages, where applicable.
CHESAR is ECHA’s Chemical Safety Assessment and Reporting tool. It supports the structuring of uses, exposure assessments and risk characterisation and can be used to generate Chemical Safety Reports and exposure scenario information.
Yes. Existing assessments can be reviewed for outdated hazard values, incomplete uses, inconsistent exposure assumptions, elevated risk characterisation ratios and differences between IUCLID, CHESAR, the CSR and exposure scenarios. The assessment can then be updated and the revised report generated.
